In Little Rock and across the country, homeownership has long been considered the foundation of the American Dream. For many, it's not just about property—it's about belonging, stability, and the ability to build generational wealth.
But there's an often-overlooked federal policy that’s quietly threatening that dream for many Arkansans: the outdated capital gains tax exemption on home sales.
🔍 What’s the Problem?
If you sell your primary residence and earn more than $250,000 (as an individual) or $500,000 (as a couple) in profit, you could face a significant capital gains tax bill—even if you’ve simply lived in your home for decades and watched values rise.
These exemption limits haven’t been updated since 1997.
To put that into context:

The median home price in Little Rock in 1997 was under $100,000.

In 2025, median prices in some neighborhoods—including Hillcrest, The Heights, and parts of Chenal—have exceeded $300,000–$500,000+.
This isn’t just a big-city problem. It’s a Little Rock problem. It’s a Pulaski County problem. It’s a Main Street, Arkansas problem.

Many of Little Rock’s long-time homeowners—especially seniors, veterans, and middle-income families—have invested in their homes not for profit, but for permanence. They’ve raised children, cared for neighbors, survived recessions, and rebuilt after natural disasters.
Now, after decades of service and stewardship, they may be taxed for simply choosing to age in place, build equity, and pass on something of value.
As your REALTOR® and community advocate, I believe we must question policies that disincentivize stability and penalize resilience.

The National Association of REALTORS® (NAR) has called for reform or elimination of the capital gains tax on primary residences. This isn't about loopholes—it’s about fairness in changing times.
NAR’s recent advocacy helped secure provisions in Congress’s One Big Beautiful Bill Act, including:

Still, capital gains reform remains a critical priority—one that deserves bipartisan, community-first leadership.
