Landmark Housing Bill Clears Congress: What the 21st Century ROAD to Housing Act Means for Arkansas

Big changes are on the horizon for the U.S. housing market. After nearly two years of sustained advocacy from the National Association of REALTORS® (NAR) and its 1.5 million members, Congress has officially passed the 21st Century ROAD to Housing Act.

This sweeping package represents the most significant federal housing legislation in nearly two decades. As a licensed REALTOR® and a long-time community advocate, I am thrilled to see lawmakers come together in a bipartisan way to tackle the affordability crisis head-on. The bill now heads to the White House, where it is expected to be signed into law.

Credit is absolutely due to the nearly 8,000 REALTORS®—including leadership from past NAR Presidents Kevin Sears and Kevin Brown—who traveled to Washington, D.C., to hold thousands of meetings with lawmakers. Shannon McGahn, NAR executive vice president and chief advocacy officer, highlighted that this monumental achievement is a direct result of sustained, grassroots engagement and rigorous, research-backed policy solutions.

Why This Matters for Arkansas Families

Here in Arkansas, we feel the effects of the national housing shortage acutely. According to NAR estimates, the United States faces a critical deficit of approximately 4.7 million homes. This severe lack of inventory has driven up prices and sidelined many prospective buyers, particularly first-time and first-generation home buyers.

The shortage is especially challenging for middle-income households. Roughly 310,000 homes priced at $261,000 or less are currently missing from the market, leaving working families with far too few affordable options. The 21st Century ROAD to Housing Act directly addresses these pain points by combining nearly 50 individual proposals aimed at expanding supply, boosting affordability, and modernizing financing.

Key Wins in the Final Bill

The newly passed legislation tackles the crisis on multiple fronts by cutting red tape and creating targeted pathways to homeownership:

  • Measures to Increase Housing Supply: The bill directs the Department of Housing and Urban Development (HUD) to establish zoning and land-use best practices to eliminate local barriers to development (Sec. 107). It also streamlines environmental reviews for small and infill housing projects (Sec. 206), allows Community Development Block Grant (CDBG) funds to be used for brand-new housing construction (Sec. 204), and supports the conversion of vacant or abandoned buildings into functional, safe housing (Sec. 210).

  • Expanding Access to Homeownership: To help working families build equity, the legislation creates an FHA pilot program for small-dollar mortgages of $100,000 or less (Sec. 105) and works to eliminate regulatory barriers for small-dollar loan originators (Sec. 401). It also reduces inspection delays for housing voucher holders (Sec. 405).

  • Support for Our Veterans: The Veterans Affairs Loan Informed Disclosure (VALID) Act (Sec. 603) improves transparency for veteran home buyers, ensuring they can clearly compare VA and FHA financing options to make the best financial choice for their households.
